Scott Birdsong
Senior Vice President

Scott Birdsong is Senior Vice-president of CriticalRiver’s Energy & Water division, a global operation that specializes in mission critical Engineering & IT services for Electric, Gas, Water and Wastewater needs.
From go-to-market strategy to demand generation and fulfilment, Scott leads all Sales and Delivery activities for the sector. His executive leadership responsibilities include talent acquisition and development, capabilities buildout, forging strategic alliances and partnerships, and cultivating strong customer and peer relationships across the industry.
Scott brings more than 25 years of technology services experience in the Utilities space with a track record for grit, quality, and innovation in everything he does. Since joining CriticalRiver in 2019, he has led a formative expansion of the Utilities group on a global scale, growing the team from 36 to more than 150 professional engineers, IT consultants, team leaders and operational support staff in the United States, Canada, India, Costa Rica, and The Philippines.
Prior to joining CriticalRiver, Scott held IT and management consulting positions with industry giants such as Infosys, Accenture, IBM, Black & Veatch, and Capgemini. He served two terms as Chairman of the Oracle Applications Users Group (OAUG) – Energy & Utilities SIG, designed and managed large Utilities transformation programs, and twice been accredited with Expanding Excellence awards for CIS (Customer Information System) Implementation Project of the Year (2019, 2021). Scott graduated cum laude with Honors from the University of Houston. He and his wife, Deena, are currently building their forever home in the rolling landscape of the Texas Hill Country.
Thomas Rowan

Thomas Rowan is Vice President of CriticalRiver’s Energy & Water Division. From through leadership and solution development to program delivery, Tom is instrumental in driving client relationships and business growth within the utilities industry.
He is responsible for client engagement, solution innovation, and aligning Oracle’s services with customer requirements..
Applies 30 years of experience repeated success in the solutioning and successful implementation of leading-edge digital transformations with electric, gas and water distribution utilities. Provides transformational leadership to large cross-functional teams focused on technology modernization and evolution aligned with current needs, emerging requirements, and the digital “Utility of the Future”. He has broad sales and delivery management experience across global markets, geographies, local business practices, cultures, and languages. Is a proven talent for analyzing technologies, processes, practices, and governance models to implement continuous improvement strategies with highly effective results. Has a record of accomplishment bringing technical and business objectives into alignment. Collaborative communicator capable of cultivating solid relationships with partners and building consensus across organizational levels focused on the achievement of operational objectives.
Deena Birdsong

Deena Birdsong is Senior Director – Business Integration in CriticalRiver’s Energy and Water division, a global operation that specializes in mission critical Engineering & IT services for Electric, Gas, Water and Wastewater needs.
Deena brings more than 30 years’ experience in the Utilities space. The first half of her professional career was spent managing front and back-office operations at an electric utility in Texas, and the last half has been focused on technology services. She has extensive experience in CIS transformation projects in the U.S. and Canada with various solutions including Harris’ CIS Infinity and Oracle’s CC&B/C2M.
Prior to joining CriticalRiver, Deena held IT and management consulting positions with Black & Veatch, Harris’ Advanced Utility Systems, and Mincom where she built and led teams focused on building innovative solutions to address challenges faced by utilities.
Deena graduated magna cum laude from the University of Houston. She and her husband, Scott, are empty nesters and currently building their forever home in the rolling landscape of the Texas Hill Country.
Aditya Palagummi

India Practice Manager
Aditya Palagummi is India Practice Manager of CriticalRiver’s Energy & Water Division. His strategic contributions continue to drive successful project deliveries and uphold CriticalRiver Inc’s commitment to excellence in its Energy & Water Division.
His capacity to navigate client interactions extends to effectively communicating the value proposition of the CriticalRiver Inc’s energy and water business, showcasing the organization’s strengths, and establishing collaborative partnerships.
With Master’s in Power Distribution specialization in Smart Grids and 13 years’ experience in Energy and Water industry, Aditya commenced his career as a Solutions Consultant where he played a pivotal role in spearheading the inaugural Smart Grid pilot project in Assam during his tenure at Fluentgrid. Notably, he also led the implementation of the first Smart Prepaid Solution for a major residential community in Mumbai and steered the initial Rural Electrification project in collaboration with REC India.
In his role at AutoGrid, which has since been acquired by Schneider-Electric, now operating as Uplight, Aditya in his position of Project Manager successfully managed diverse projects, including Distributed Energy Resource Management Systems (DERMS), Virtual Power Plants (VPP), and microgrid initiatives across the Asia Pacific Region, encompassing India, Singapore, Hong Kong, and Australia.
Leveraging extensive expertise in Energy & Water Solutions, specifically Advanced Metering Infrastructure, encompassing Meter Data Acquisition, Meter Data Management, Customer Care, and Billing, Customer to Meter Modules, as well as DERMS and VPP, Aditya further enriched his career by serving as a Product Manager for Oracle Energy & Water within its Strategy Division before joining with CriticalRiver Inc.
Michael Joseph Tan
Director-Energy & Water
Philippines Practice Manager
Tep, as called by his peers, is a Director in CriticalRiver’s Energy & Water Division. He leads the Energy & Water practice in the Philippines responsible for client engagement, delivery, training & development and innovations.
He successfully built the entire team in the Philippines and launched projects such as CriticalRiver’s C2M Training Program and CR UtilityPRO to note a few.
Tep has about 17 years of experience in the IT Industry, around 13 of them in the Oracle Utilities (Energy & Water) space. He was an integral part of the CC&B/C2M/CCS Product Development Team, for 8 years, working on all versions of CC&B/C2M/CCS (2.2 to 2.7). As part of the Product Development, he led the team in some key enhancements, product support, version upgrades, new product development (C2M), etc. Before joining CriticalRiver, he was the Technical Lead in EY’s first major C2M Implementation which was awarded best CIS Implementation.
Ronaldo Agulto

Ronaldo Agulto is Managed Services Lead of CriticalRiver’s Energy & Water division. Ronaldo has been with the IT industry for more than 20 years with 17 years’ experience in application development using Oracle Utilities Application Framework. He is an Oracle Certified Implementation Specialist for Customer Cloud Service (CCS), Oracle Certified Implementation Specialist for Customer Care & Billing (CC&B), Oracle Certified Implementation Specialist for Enterprise Taxation Management (ETM), and a Sun Certified Java Programmer.
Prior to joining CriticalRiver, Ronaldo was a Senior Manager in Accenture where he has led several Oracle Energy and Water Customer Care and Billing System Implementations, Technical Upgrades, and Production Support projects for 12 Years. He has also been a designer and developer for the Oracle Product Development Group (Manila Delivery Centre) for 4 years having part on the delivery of v2.0 and v2.1 releases of CC&B.
Daryll Macaraeg

Daryll Macaraeg serves as a Principal Consultant in CriticalRiver’s Energy & Water division, He is a Product Owner of CR UtilityPRO, spearheading the development of innovative solutions aimed at enhancing client implementations and user experiences.
With a robust tenure of 8 years in the IT industry, Daryll has dedicated his career exclusively to the Oracle Utilities Application Framework Practice. His journey began as a developer, engaging in diverse utility implementations encompassing System Integration, Change Requests, Version Upgrades, and Product Support. His credentials include being an Oracle Implementation Specialist for Customer Cloud Service (CCS) and holding the Oracle Cloud Service Foundation Architect Certification.
Before his tenure at CriticalRiver, Daryll served as a Senior Applications Engineer at Oracle, contributing significantly to Research and Development efforts. His contributions were instrumental in numerous base enhancements across platforms including CC&B, C2M, and CCS. His proficiency extends to the core domains of the Oracle Utilities Applications Framework, notably in CC&B, C2M, and MTM.
Ashleigh Barnes

Ashleigh Barnes is the Sales and Operations Manager for CriticalRiver’s Energy & Water Practice. She is responsible for the sales and delivery processes serving Utilities in the U.S.
Philippines, and India. She oversees the timely and effective planning, coordination, execution, and communication of resource assignments, project needs for all employees, associates, clients, and partners. As the primary liaison with each of CriticalRiver’s stakeholders she serves as the initial point of contact for all operational matters. Ashleigh also serves as an account manager for our Electrical Engineering teams and selected Utilities accounts. She brings personalized interactions and innovative solutions to help meet the needs of CriticalRiver’s staff, partners, and direct customers.
